Speaker: Matthew Browning, MBA, MHA, is Senior Vice President, Member Solutions and Engagement for the Indiana Hospital Association. In this role, he provides solutions and strategy support to all members and oversees IHA's data, IT, Member Education and Events and IHA’s business liaison program – IHA Solutions.  His duties include continual evaluation of the effectiveness of the association's data analytics resources, strategic planning, and monitoring of issues related to health information technology, including privacy and security.  Finally, he also serves as the Association’s Chief Privacy Officer.

Before his role at IHA, Browning served as executive director - of strategic programming for Hendricks Regional Health. He provided administrative leadership for quality, patient safety, risk management, infection prevention, performance improvement, patient experience, hospital security, pastoral and mission integration services, leasing and real estate operations, and strategic planning and decision support.

Browning currently has an MHA from Indiana University, an MBA from the University of Indianapolis.  Browning serves on several boards, including the Hendricks County Parks Foundation, the Baldrige Foundation’s local state chapter – The Partnership for Excellence, and Dove House. He has past board appointments at Marian University and the Town of Brownsburg.

Stephanie Eckerle, JD, is Partner at Krieg DeVault, LLP, and serves as the firm’s Health Care Practice Chair. She devotes her practice to representing businesses in an array of corporate, real estate and healthcare matters. This includes representation of entrepreneurs as well as established and national companies with everyday operational and legal issues as well as complex transactions.

Within the healthcare industry, Ms. Eckerle focuses her practice on providing regulatory, compliance and corporate advice to physicians, practice groups, pharmacies, on-site employer healthcare clinics and other healthcare institutions. She counsels these clients on an array of regulatory matters, including pharmaceutical matters, reimbursement issues, fraud and abuse issues and licensure matters. In addition, Ms. Eckerle counsels healthcare providers and health plans on HIPAA and state privacy laws, including the identification, investigation and remediation of breach incidents, compliance programs and health information technology issues. She also works with providers on physician employment agreements, non-competition issues and telemedicine and telepharmacy issues. Within the healthcare arena, Ms. Eckerle also works with employers to implement health and wellness programs for their employees, which includes counseling on occupational health and wellness initiatives, worker’s compensation issues and the implementation of on-site employer clinics.

Ms. Eckerle also has extensive experience representing parties in commercial real estate transactions. This includes advising on the buying and selling of commercial and industrial properties, development and financing issues, commercial leases, zoning and land use, property tax issues and environmental matters that arise in real estate transactions.

Charise R. Frazier, JD, MHA, is a shareholder in the Indianapolis office of Hall, Render, Killian, Heath & Lyman, P.C. She concentrates her practice in the area of general health working for a variety of health care entities on a wide range of matters such as clinical services, behavioral and mental health, data management, state and federal privacy laws, data breaches including ransomware attacks, mergers and acquisitions and compliance counsel. As compliance counsel, Charise’s services include fraud and abuse analysis under Stark Law and the Anti-Kickback Statute, conducting compliance assessments and mock audits, developing policies and procedures, providing training and education, conducting internal investigations and responding to government investigations. Charise speaks locally and nationally on health law issues and serves as the Vice President of Diversity, Equity and Inclusion at the firm.
